Community Liaison Officer
All contractors are required to appoint a Community Liaison Officer (CLO) from the ward where the project is taking place. The CLO is the liaison between the contractor and the community.

A CLO ( Community Liaison Officer ) is a sought after position that involves immense responsibility. This is an individual that has been identified in the local community who possesses the necessary integrity, morals and values to uphold the mandate and responsibility that they have been entrusted with. On the basis that the community is a valued stakeholder in a project occurring within its vicinity, a CLO ( Community Liaison Officer ) is a respected citizen, chosen to represent the community on the project and ensure that the community receives maximum benefit from it.

In simpler words, the CLO's job is to empower the community .

It is through public participation and the recommendation of national government policy that a Community Project Committee (CPC) is formed to select a candidate individual in the community and appoint them with the responsibility.

Stakeholders need to agree, as the community must be cognizant of the candidate’s character and capabilities in relation to the nature of the project. There are certain Key Performance Indicators (KPI’s) that the candidates need to adhere to. This means that the selected individuals will first work in a probationary capacity and shadow a working CLO and learn the role he/she plays. The individual will be given tasks to complete and then, based on their performance, the Project Committee will decide whether they will be able to perform their duties as a CLO.
